In addition to having the necessary knowledge, skills and experience to be appointed to an educator position, educators working in services licensed under the Child Care Act 2001 hold approved qualifications or are working towards them. Currently, the licensing standards for centre based care allow unqualified educators to be counted in the ratios, provided that the correct number of qualified staff are present.

It is the licencee’s responsibility to ensure that educators have the necessary knowledge, skills and experience to be appointed to a position.

First aid qualifications

For Centre Based Child care, there must be at least one staff member on the premises at all times who is immediately available in an emergency situation and holds a:

  • current approved first aid qualification; and
  • current approved emergency asthma management qualification; and
  • current approved anaphylaxis management qualification; and
  • current approved cardio-pulmonary resuscitation (CPR) qualification (which must include child CPR and be updated annually)

To determine whether a qualification in first aid, emergency management or anaphylaxis management is current and approved for the purpose of meeting the Tasmanian Licensing Standards, please refer to the qualifications list located on ACECQA’s website.

Note that the Tasmanian Licensing Standards require CPR qualifications to be updated annually. Examples of this qualification include first aid courses with the codes HLTAID009 or HLTAID0012.

Working with Vulnerable People Registration

In Tasmania Working with Vulnerable People Registration is required under the Working with Vulnerable People Registration Act 2013. This legislation requires carers to be registered before working in a child care service. The aim of this legislation is to keep our children as safe as possible

All licence holders, members of the service operator (who are directly involved in the management of the child care service), staff members, volunteers, students and regular visitors 18 years of age and over at a service must hold current working with vulnerable people registration

Applications for working this registration are made through the Department of Justice Consumer, Building and Occupational Services website. A ‘Working with Vulnerable People – child related activity’ registration card is issued to an educator if their application has been successful

Licensees are responsible to ensure that working with vulnerable people registrations are in place for all of the above personnel and are required to verify all registration details on line, as it is possible for individuals with suspended or cancelled registration to still possess a registration card
